I herd last night that they have banned Dream tan, both #2 and 3 from CFBB shows, can anyone confirm?

Its not on the CFBB, IFBB or ABBA that I can see.

Banning of tans for CBBF events, 2012 and beyond
The IFBB has banned all tans that can be wiped off. An official will check the tan of all athletes backstage and if the tan comes off by simply wiping, the athlete will be told to remove the tan before going on stage.

For the contestants it likely means an additional expense of $130 for the Jan Tana spray tan that is applied at most contests.

But I think the main reason is the problem that tanning agents cause to hotel towels and bed sheets.

And Dream Tan causes lots of stains.

question ... the day of the show after your spray tan sessions do you rinse off the cosmetic spray tan or leave it on and if so will the oil streak you or effect the tan ?

Yes and yes. Touch ups are usually available. If you have oily skin it can be a real headache at times.
