You aren't necessarily powerlifting when you squat or deadlift as part of your workout. PL is about lifting the max amount of weight you can for a single in the BP, squat and DL. Lots of people use those 3 exercises while training since they're very beneficial and aren't powerlifters by any stretch. Lifting 1 plate a side in the DL for reps is simply exercising. At 16, the girl is almost fully grown and physically mature, so that weight isn't going to hurt her unless she uses poor form and tries to lift too heavy.
