There's a big difference between reactions carried out under laboratory conditions and in an aeroplane's toilet . I would guess any plotter who was caught with these chemicals and/or  instructions was being used as a patsy .

There has to be a perceived terrorist threat for the hidden govt's game plan to work .

Perhaps a better idea would be the manufacture a glove from the same material as the hijackers passport which survived the twin tower crash . Then all you would have to do is to put on the passport-material-glove and punch a hole in the side of the aeroplane . Or instead of a glove make a hat and head butt a hole in the plane . The possibilities are endless .

Why not just sit by the emergency exit on a red eye flight and pop the door open when everyone is sleeping at 30,000 feet?

Seems pretty easy and nothing would need to be smuggled.
