First, I don't accept your premise, however for the moment I'll play along. Maybe the police have attempted to identify the most likely targets, though it's not always possible to do so, Im sure an attempt is made to try and predict where an attack might take place. It would then make sense to run drills at or near those targets right?

the reason the police use the drill tactic

is that mass panic will ensue if the say suspect bomb

people will panic get crushed could runn straight into the bomb area etc

they have a much better chance of finding the bomb if people are calm and the area isnt in chaos

You are only bolstering the argument for the mystery man on the roof.  {If} there were such strict rules against anyone on rooftops, yet here is one guy, only one on the entire street who happens to be there when the bomb goes off at that, why wouldn`t you wonder whats he doing up there when there is not a single person on roof on the entire street.

Congregating.....to me that means a group of people. Can't imagine sending an officer up on the roof to address one person. So the police prohibits congregating..Not sure that photo indicates that. For large crowd events in my city officers are placed as spotters on the roof to identify trouble spots in the crowd. Can't rule out an official observer, but more than likely someone from the building trying to get a look

The ruthlessness of some people still amazes me after all these years. Some people are just not born with the hardwiring normal people are, or the wiring short circuits due to events in their lives. They feel nothing about taking a human life.

that may vary from department to department. We've never used the "drill tactic". Either it is or it isn't. I can't imagine the liability issue if you were to respond to a real threat and state it's a drill.

I read about the Stanford Experiment last year. Pretty amazing stuff. But that had more to do with the corruption of the noble cause. People starting out to do good, and in fact thinking they were doing the right thing to acheive good results
