Yes, no doubt about it. Dude did not even trained them occasionally, rarely...and when he did train them, he did some crunches and leg raises.

He was, but only due to the arms, once you break him down (no chest, long torso, decent back, lower back, glute ham tie ins were soft) he was over-rated. But, he had the BEST arms at his height, which gave him the freak factor. Best dude around his height  was Momo, John Sherman, and Theirry. They were more complete. I would even add Michio Grubbs in there as well.
And I was a Lee Priest fan as well, beig that I am short as well. One of the best pics of him is him at the racetrack, offseason, wearing a grey shirt, his arms were rediculous!

He wasn't complete but he was certainly more symmetrical and aesthetically pleasing.
