i work out were frank use to train, and grew up. his forearms measured out at close to 19 inches in the gym. He doesnt train them anymore.

Frank by a country mile! arms start at the wrist and end at the shoulder. Heath needs to ditch those buggy whip forearms

I think he has the best arms ever - arms to him are what the back what to Dorian and Ronnie. Phil's arms have it all - size, shape, separation, striations, vascularity, thickness, fullness and roundness. Plus, he's a cool guy too.

He should have beat Dex last year. I think Dex arguably takes the fdb, but Heath has more muscle and wins the other poses. Phil's conditioning was also better. I can't wait for this year's Mr. O.

He doesn't match Coleman's arms on any criteria yet, but wins in the synthol domain, where i think he injects his tris. Not great detail, no hardness or muscle maturity, watery. I wouldn't put his arms in the all-time top 20. He has plenty of time to improve them in which case they could become great, not there yet.
