He doesn't expend a word on the side-effects of steroids on testosterone production, the hypothalamic–pituitary–gonadal axis, hair loss (not a small deal for a lot of young guys who haven't considered it), BP increase, negative effects on immune function and HDL levels, kidney function, LIVER toxicity, etc. If any moron could just go buy equipoise or anadrol at the pharmacy, you bet a lot of them would misuse it and they'd have permanent health effects as a consequence. Not to mention they could get in the hands of children...
A guy who injects alcohol-based posing oils into his arms in his mid-40s because he can't stand not being "big" is...probably not the most credible person to talk about this subject. I'm for the lessening of penalties for steroid sales and the elimination of criminal charges for personal use. But should it be sold legally without a prescription? No way.
