Term used in electronics.  A signal to synchronize two events in places remote from each other.  In the old NTSC television system “Horizontal Interval Synchronizing Pulse".

It's a play on words. "Prime" because I thought of how beef is graded, such as aged prime and "muscle" to clarify which meat. "What’s Your Beef – Prime, Choice or Select?" from the USDA website.
