In the US the govermnet has given out over 1.5 million free cell phones with service to people. One program is called Lifeline.  It's a form of cell phone welfare.  It's growing rapidly.  You don't have money for a cell phone the goverment will pick up the tab.  One of the many reasons the US is in trouble.
