If the pro's out weight the cons, do it.
If they don't then don't.

When weighing up pro's and cons don't weigh them up as they stand just now.
Weigh them up on how they stand now and how they might stand in the future.

Having said that I believe when in doubt, just do it.
Better comes from action than non action usually.

Why is it the high road not to say anything? I would just simply be honest. Don't have to be a jerk about it but no reason not to tell the truth. Even if it doesn't make a difference to me taking the high road is simply telling and being honest. It's better to frame it in the context of "ways your ex-manager could improve".  If you just bad mouth him HR could see it all as sour grapes and dismiss it...but if you provide as "constructive criticism" and a way for the company to improve and be more profitable, etc...it will have a better affect.
