On 9/11, there were about forty safeguards that all failed at once. They chalked this up to incompetence, no one was blamed, case closed.
When Osama escaped Tora Bora via an unguarded and unbombed northern road while US generals yelled the road needed guarded, they chalked it up to military incompetence. No one was blamed, but the world's most wanted man was allowed to escape in what many called criminally insane incompetence.
In Iraq, we've been spinning our wheels for 18 months now, just holding down street corners while asshole take potshots at us, and driving the same highways every day dodging IEDs. The reason we've stopped achieving any military goals? Incompetence on the part of Iraqi police. They've been training for almost 2 years and canot guard their own street corners yet. The excuse? Incompetence. And as far as the US trainers or iraqi police chiefs, no one was blamed
I contend that label incompetence label is nothing more than a stall technique.

Believe it or not, some and I stress SOME of the Iraqi Security Forces are ok. For some reason, I didn't trust them to have our backs or be "competant" enough to secure their own streets.
Over all tho, they suck ass!

BUT that is why we have a civilian sec. of defense - to keep them accountable. ANd why we have a president - to fire the Sec of Def when he doesn't do his job.
This whole "Everyone is incompetent, but we won't name them, and that's why we have 2800 dead and will be here 5 years" is total garbage.
