On a more serious note I saw this guy at my old gym(YMCA) who would put everything on the leg press and do 4 7/8th reps. His legs where decent. Everything else was shit. He could incline bench an impressive 10 pounds on each side. Old bastard too and looks like a 93 version of Yates without the steroids.

whenever I go to the rec center to work out there's this guy who puts like 6 plates on the smith machine and squats with it....only moves a total of about 10-12 inches, his foot placing is all f'd up..it's hilarious. I heard him say one time he's the strongest guy that works out there...I just laughed really really loud and walked away, that's about the only time I did something like that in at least 10 years but it really was funny as hell.

Sure. But as a disclaimer, I'm not expert either.
I'll give you an example...
When doing side laterals, you can do full ROM. All the way up past your head, all the way down to your legs. That'll hit everything -- and really get your traps.
Or, you can do from a bit above your legs, to a little less than parallel w/ the ground. That'll minimize trap involvement and really tweak the hell out of your delts.
That is a great reason for not doing full ROM. If your traps are bigger than your delts, and you have that stupid massive-trap/narrow-delt look, you'll want to minimize trap involvement.

I used to think it did not matter. I started training high volume and forgot about the weight. Focused on form and taking the muscle to failure. I go 12 - 15 reps on everything. I throw in a few 8 rep sets to keep things balanced.
My muscle looks more full now.

no it doesnt..as long as the rep is at the strong point of the targetted muscle's range of movement.
beyond that is mechanically disadvantageous, inefficient and stressful on the musclegroup.
how many top pros actually do proper, full range reps?....virtually none..and their growth is pretty decent too...

Very True.
A full Range of motion should be using an exercise that targets the muscle group most efficiently with the least chance of injury. That may go beyond or stop short amongst someone elses Range of motion as tendon strength,flexibility,length of bone will also dictate this.

Hi guys I'm new here but theres guy at my gym who dose incline curls from the top like three inches down then back up elbows in front like an Arnold press really weird

Probably nothing more than a little Hydroxicut and some nice diuretic veges like asparagus & cauliflower to get that water out of the system. Yates - the first truly great natural Olympia winner.

I've noticed that completely full ROM on the leg press gives me knee tendonitis problems or at least contributes to it. I don't advocate 1/4 reps or anything like that, but maybe 3/4 range is fine or best
