Bro ??? You cant be serious? Exactly how is he working his chest if he is dropping the bar 2-3 inches from the lockout position? The freaggin' bar tilts to the left halfway through his "set"! If he didn't have that monster weight clamped the plates would have been on the garage floor! So you would incorporate this into your chest routine? ::)

That specific segment and range of motion would do nothing but involve the joint and Ligaments, Tendon structures.

ALL TRICEPS!!
Yes, that movement is all tricep. When done in a power rack, with the pins set high to limit the range of motion, it's called "Rack Lockouts"; an exercise used by powerlifters to strengthen the triceps.

Lockouts should be at least the last quarter of the movement or else your not working through any sticking point. This guy barely unlocked his elbow.

Come on guys, cut him some slack. He is training for one of those special moves you see in Chinese martial arts movies. You know, where the guy fully extends his arm mere inches away from his opponents face, and then knocks him out by extending his fingers. Much more powerful than a full swing.

i have really long arms and a long bar path to follow when benchin i have about 3 feet of movement from arms extended to my chest. i usually go 70% of the way down

Ive seen a "powerlifter" in my gym use a similar range of motion in the power rack. I think sticking points are usually trained with boards and bands.

Now i am with you on this... if i go all the way down to my chest i feel extreme tension on my shoulder girdle and i am just fine with about 80% of the way down. there truly is no need to over-stretch your shoulders in this movement.
