actually has faster connections...

T1 in the US = 1.544 mgbs
E1 in Europe = 2 mbps

  the word " patizan " is not used just for Yougoslavian soldiers.All slavic languages have the same word with the same meaning. But yeah I would say probably the guy originates from Eastern Europe or Russia.
