When ARM size measurments are given should they be when flexed or relaxed?
when a bb says he has 22" arms. Is that flexed?

depends on who you ask, i think most people measure theres flexed, however if i remeber right some bb guru measured then hanging at the sides.

Measurements should be ideally taken first thing in the morning upon waking up. Arm girth is usually meant to mean flexed, "cold" (not "pumped," which occurs after working out).

I think that in this day and age, most probably not only measure them flexed, but also pumped to get as big result as possible...
