I set up the rack so the bar is appx. 0.5 in. below the center of my knee. That's how it was taught to me, and that's how I've done it ever since.
Though, I've seen some guys set it much higher (above the top of the knee).
Experiment. Just make sure to use proper form.

There is no one specific height. You can set it at mid shin level or a few inches from lockout. Just set it where you are the weakest and go from there.

When I do them back home I start at mid shin level.

It also depends, too, on how much leg you want to put into or remove from the movement.
Charles Glass has pointed out that,
"Until the bar clears your knees, it's all legs and lower back. From there up to lockout, it's the entire back structure."
