What's the fastest way and healthiest to lose the weight around my waist? I'm close to the mass that I am looking for, but now want to shed the fat layer over my abs. I've also been told that once I shed this extra weight, the wieght of my lifts will drop, is that true? ???

Do HIIT sprint training upto 3 times per week whilst maintaining your weights regieme.
Slightly decrease carbs, modify proteins and try to eat more oats.
Sleep well, sleeping atleast 7 hours per night if possible.

How much should you decrease carbs and what you mean exactly by "modifying" proteins?

Maybe try some more fish based/low fat proteins.
Decrease carbs very minimally. For me I don't even decrease them at all. I'd suggest a 50g decrease and see how it goes.

eat mostly fish and chicken. Almonds are good to snack on. Try to stick to water or some sort of diet soda to avoid extra calories. The main thing to loosing wieght is that you have to cut your calories. Eating lots of protien will help you keep more muscle. Its possible to keep or even add muscle while loosing fat but it takes so long I would just eat less and loose a little muscle and then slightly increase your serving sizes once you get to your desired body fat to get the muscle back.

When I'm trying to lean out, I eat alot of fish (pollock, orange roughy, tuna, cod) and vegetables, mostly brocolli. It enables me to preserve as much muscle tissue as possible during the process.

cant go wrong with HIIT or even if you have access to a treadmill go for a 25 mins jog on incline 4-6 days a week
