Bob has a chance to have 2 babies in the same calendar year. It is not often that you get a shot at this and I think that Bob should give it a shot. This would save him a ton of money on buying clothes for his new baby.

Kids grow so fast that his daughter will outgrow all of her gifts in no time. So if he goes for this he won't have to buy anything for the new baby.
also...his wife only needs about 2-3 weeks (tops) for recovery and she will be ready for round 2. Bob said that he is currently "off" so his test level should be normal enough to produce.
