I gott disagree somewhat. His arms are pretty decent, probably over 16, given his height.
You're correct about his chest though, but the main problem.. don't you think he looks kind of narrow?
Where are the lats and the shoulders?

You're still too skinny to be taken seriously, but you're getting there. Just eat up and don't worry too much about putting on fat, because you look naturally lean.
