It s a remix of the song by Richboy, which is talking about putting some 20+ rims on a Caddy.
Kanye says he doesn't do rims, but he rather spend 5-10 grand on some breast implants for a woman. Bigger breast open the door more for a woman than having big rims.

By the way, the best rims are BBS, Hamann, O.Z., and Kinesis. They are lightweight (under 20 pounds), reducing unsprung weight, and look the best. Nothing over 19" is best. ;)

If your talking performance, there no reason to go over 19", unless your dealing with big bodied cars, like a 65-67 Impala SS or 68-69 Charger.
most of the over sized rims from various companies don't meet German or Japanese wheel manufacturing standards. The US doesn't have any standards for wheels, so what you see in the videos and "Unique Whips" are trash, all show---no substance.
