I weigh 210 pounds and i need to know how many carbs a day i should be eating. I would like to find out a range, the low end being where your carbs should be if you are cutting and the high end being where they should be when bulking. Any help would be good............

Anything between 100-300 grams ( about 400 to 1200 calories ) off carbohydrates should be sufficient for anybody. Just try to find the right balance.
If you do a lot of cardio/endurance-sport you could go higher.
The biggest challange is to actually find out what you're eating and where you could make adjustments. Buy a small notebook and write it all down, after a couple off weeks you will have a better idea of your consumptions.

The type of carbs consumed and the timing are almost as significant as the number IMO. A diet of 200+ carbs of white bread and crackers in 3 meals is obviously different than a diet of 200+ carbs built over six meals on sweet potatoes, oatmeal, etc. Yesterday I totalled 115 carbs (currently in slim down mode after the holidays), but those included, for example, 16 carbs from brocolli and 22 grams from brown rice. I also totaled 41g of fiber.
