U.S. DISCUSSES FREEING NORTH KOREAN FUNDS... China/United States close to letting N Korea regain $25 million frozen in bank now that it has agreed to start dismantling its nuclear arms program...

I guess we now see "part two" of the little deal they made last week.  A million barrelf of oil plus $25 mil in cash.

Is this a textbook example of a country breaking the rules and being rewarded for it?
