No, the winners of the contests of that year deserve to be there. it's suppose to be for the best of the best. Placing 5th at the Ironman doesn't qualify as best of the best.

They have anti-steroid laws too? I thought the US was the only country that had fuccked up laws like that.

Japan is more concerned about the "typical" hard drugs. Penalties are very stiff, especially if you are a foreigner. If you can imagine how much of a niche "sport" bodybuilding is in the States, take that and multiply several times, you will get an idea of how unknown/uncared for bodybuilding is here. However, when you have any Japanese athlete make it "big" in the States, the sport that athlete does becomes vogue, such as the case with Hide.
The main problem with getting enhanced here is cost - damn expensive, like everything else.
-
As I know that Japan's bb contest (JBBF) have enforced very strict drug-test for the amateur bodybuilders.
Here are pics of Japan Nationals overall winner 2006.

Here are more pics of Hide's chest workout in Tokyo,Japan April 6th.
Routine as the following:
Bench Press of 5 sets Max:180kg×5reps
Incline Bench Press of 5 sets, Max:160kg×8reps
Dumbbell fly of 5 sets,
Cable cross of 5 sets
