He's smirking. He's whining. He's scolding Congress. He's being very condescending. Almost "one-upping" anyone who doesn't agree.
This isn't very presidential at all.

I would say his manners aren't the issue.
Roosevelt was in a wheelchair, and is arguably the greatest president ever.
The issue with Bush, is his politics. That's where he is wrong.
Judge Bush by his politics, not by his antics.
Budget deficit. Foreign relations going to shits. A situation in Iraq which could be described as a crisis. Refusal to make a big commitment on making USA less depending on oil.
Bush is incompetent. That's the issue. Not his "smirking". Or condescending ways.
FWIW, I know several great minds who are/were extremely rude. ;D

All excellent points only compounded by the fact that Bush43 often looks like a buffoon. And interestingly his father didn't have that problem although Jeb seems to.

Is being in a wheelchair a display of bad manners?

Yes. If the founding fathers knew the day would come when the Queen of England would be correcting and mothering the president of the United States, and he would smirk about it, they wouldn't have been too pleased.
