Very low weight class in the Nationals would be my guess, too many guys like that around.

Don't assume it works like that all over the world. In my region, 38 nations [total population close to 700 million] the male bodybuilders are eligible for *one* pro card total each year. One, thats it...discounting the one available at the worlds which is available to all nations including the US. Plus the US guys are not subjected to drug testing, here for the guy to get pro status he must pass a battery of multiple drug tests for rec drugs, steroids even ephedra. The testing is what can lead to some differences of standards, as take someone like Sami Al-Haddad who failed the test therfore never made IFBB pro. With all due respect, I doubt many top US national guys could manage to pass the tests.
That guy is coming out of Europe, where I am not sure how it works, but I am seeing quite a few European pros, male and female, and I am not sure how they are getting the cards there....as I see ppl who went pro, without winning the pro-q's...

that's not the same guy, is it?
