Girls do have decent leg strength though - it's just in the upper body they lack it.

chics work their lower body like most guys work their upper

Nah, I don't think it's that - it's more likely to be a biological thing where women have to retain some sort of strength in the lower regions for childbirth - a lot of calories get stored in the hip, glute, and leg region for energy. Consequently, more power.
