And I suspect that the same will be the case with 10 cycles and 5 cycles. For each exercise I do 2 sets and I have noticed for a few that whilst I can handle the first 15 without a problem I cannot manage exactly 15 on the 2nd. Should I simply lower the weight or is it ok to be a rep or 2 short?

Both are ok, as long as you're not hitting failure too often.
