well...i wouldnt argue that he let it happen, or that he was responsible for those deaths, or for the occurance........but bill clinton certainly could have prevented 9/11.

of course, had the reagan administration not funded the mujahideens in the 1980s or bush senior not sent troops into saudi arabia (a main complaint of osama's), then it might have been avoided as well. if we're going to play the "trace it far back as you can" card.
otherwise, the fact is that bush had 9 months and a briefing over a month in advance, and had he not pissed around with missile defense he might have accomplished something. but he didn't.
