If you are talking about absolute physique wise yes - however, he wasn't best suited for the IFBB criteria against bigger BBs come Olympia time - oddly, he routinely defeated much bigger BBs at the Arnold Classic such as Nasser in 97.

FLex had claimed a waist of 27 inches, with that shot (taken from the Hardbody video) I believe it could be possible
