This may be a silly question, but can you give blood while 'on'?

The doctor I used to get testosterone prescriptions from said yes, with a condition;
If you use proscar (finesteride) to control prostate and hairloss sides, you are excluded from donating,
Because its bad to give finesteride to a woman.
