I'm listening to the PBW replay. Phil says:
"I'm a marked man - I need to stick to the game plan.
Keep my water down. Fish diet, no carbs, right into the arnold."
Will he lose some size, living on low water, carbs, and only fish for 2 more weeks? He was incredible at the Ironman, but I think he'll be a little smaller at the Arnold.

There's not much he can do to improve over the Ironman in just 2 weeks. I imagine the only improvement he could make is losing maybe 2 lbs of fat but coming in the same. He'd be borderline Munzer if he did that.

His condition at the ironman was already good, but i believe he is able to compete at the Arnolds in a new personal best condition. It doesn`t matter if he go 2-4 lbs down for the Arnold, as long his condition is getting a bit better, he will be look pretty much the same size than at the ironman with another improvement in conditioning. Right now i feel that Phil will beat Dexter and Melvin in the lower body (in any aspect). Upper Body will be close between these 3 top Pros.

Phil Heath is the best pro competing right now, period
He carries just as much true muscle as the "big boys" but without the 25 lbs of water and bloated internal organs like Gutler the Shitty
EDIT: Dennis Wolf is up there with him as well

Gutler the Shitty
