You want to get into the muscle.  Guess it depends on fat level.

Use nothing less than 1 inch.  Why may I ask do you want to use "short" needles?  What are you considering using?

I am having a hard time finding intramuscular needles (sad but true...), so I would like to know if there is any problem to use smaller needles.
