I saw one today, they do it all the time.  It was a lady in central London with the fullon black garb and headdress.  She only showed her face.  And she had caked on white powder.

I've also seen this look on all the very young teenage tall beautiful Black girls lately.  They're using pink or white lipgloss and tawny beige skin foundation creme.  Don't start me on the hair.



Obviously, my first thought was Waaaaaaa A Dark faced Albino?  Seen hundreds of those.  They have lovely eyes.
