Is a misleading catchphrase used in the media.

When are they CERTAIN?

It's always nice for people to think they live in the most uncertain and fearful times. It helps the leaders to force a kind of democratic authoritarianism onto them.

Of course.

If I can lay in a hospital bed with surgery and certainly some 'uncertainty' about my health, and still underatsnd that things are great as you make them for yourselves, then most others should really can the rancor they have over their own 'safety in numbers' lots.
