I say really dumb.  Is there anything that will stop oil companies from upping the price to cover the difference?  nooooo....

it's a bad, bad idea. 

it's pandering.  it's ineffective.  it's just lame.

It is not any sort of a solution. It's smoke and mirrors, a gimmick, a diversionary tactic.
She is not the only one posing such a premise... Mccain is as well. It means nothing!
