im finding it really hard to pull it out of the bottle even with a 22' needle. its like there is hard pumps in it that block it.
any way to fix this?

that's fucking weird man.
It is water based.

it should take a second to load up the whole seringe even with a 25 g

You could try pulling the plunger about 1ml worth and injecting the air in the vial before drawing.

Don't know what kind your using but you should have got Desma formally Zambons very little pain and easy injections. It looks like milk if yours looks dif you may not be injecting winstrol at all.
