Why would you want to "thicken" your abs?  You want your waist to look even bigger?

the abs not the waist

Thickening the lower abs will make your waist appear larger from certain angles.  Most notably in side poses.  Don't waist your time.

I do something I like to call "the evil wheel". It definitely hits the lower abs and depending on your body dimensions it can be hellish to do. If your gym doesn't have one of the wheel things in the video below you can get one off Amazon or something for like $10-15. I couldn't find any perfect examples on youtube, but this one will do:

What I would change in this is keeping the feet together to make it harder, keeping the arms straight and not letting anything but the wheel and your feet touch the ground. Enjoy. Chances are you'll need to progress up to this as it is a killer

Mountain Climbers are wicked awesome for the lower abs.  Like in the picture, get in push-up position, and then alternate bringing your knees up to your chest.  It's a great fat-burning exercise too.  Do 20-30 per side.

you know ive done those in the past and they dont seem to really thicken them at all. i can feel a burn where i want it to burn; but no development  ???

i want to make the lower abs and the "v" shape at the belt line more defined

Have you tried them weightened?

For example, if its easy for you, grab a dumbell and hold it with your feet you know and then do the raises....
