Is there a minimum number of competitors requirement to warrant the award of a second bodybuilding pro card at the USAs or is the decision based entirely on the quality of the field?

THE USA'S has always been a great show and for a long time until they instituted the 2nd pro card was a very tough way to get pro card,overall was only way.there has been many great lower class winners who did not win overall that had to wait till nationals or never duplicated a win again in either show thus never gaining pro status.overall usa i think bought more merit to being a good pro due to having to win class and overall.back in the day it was always the heavyweight who won.but last few u had jones,heath,dugdale all light heavies.
