OK, i realize that ones vascularity is somewhat genetic....but when you
start lifting your muscles require more blood flow than at rest, and most
people increase their vein size with time and lifting
what is the process that causes this effect and how can one increase
vascularity permanently? i am not talking about NO products temporary
effect...
also, people that juice seem to get veins that look like garden hoses, why?
people talk about increasing muscle mass every day, yet i have never read
anything about what causes vein diameter increase

MY arms are very veiny,esp forearms,clean and unclean same .even legs have veins ,esp calves in front,chest ,when i take arginine pills,or powder i;m using now when i get pumped ,there all over .

How much Arginine do you take?
Do you ever experience any bowel disturbance from it?

Maybe by training with a higher rep range it gets stimulated more?
Just a thought, i don't anything about this.
Actually my biceps vains and calf vains have popped out over the last six months. I got a bit leaner, but not spectacular, and size of arms and calfs didn't budge. But i was doing too many reps per set 12-15.
So now i will lower the reps to 5-8 and hope that will give me more growth.

good genetics for it and low levels of bodyfat.

Nothing magical at all, just being lean. You don't have to be ripped at all, just lean. Both veins in my biceps are always visible and same with my forearms, and this is being clean as well. Around 10-11% BF is the spot where I see them, below that and they really pop.

Careful what you wish for. Even minimal vascularity in daily life is a pain.

Impossible for your veins to be completely dilated all the time... There are many chemicals, such as ACh and prostaglandins, which relate to vasodilation and vasoconstriction. Vasodilation not only occurs to transport more blood, but also occurs for regulation of body temperature called Thermoregulation.
