I'd guess building the upper chest would kind of achieve this.

That is usually (unless your female) caused by over developed lower pecs. Dips (leaning far forward), declines can do this very well. Most BB'ers want a higher developed chest/pecs. Looks more manly than lower sagging boobs after a certain age. Just my view. Good Luck.
