Good question (I think because it's a "base" but I could be wrong). I remember the first time I tried it (adding a teaspoon of powder to a 16oz of water) & threw up. :-X

That's just the way it is. "Like dead fish on a pier" is the best description of it's taste that I've found in years. Sadly, there is no way to disguise the taste and still retain certain benefits. Some people are tempted to add sugar to it, or add it to their protein shakes etc.
Depending on your purpose, adding it to your protein shake, might help to disguise the taste somewhat, but it will negate many of the benefits for which most bodybuilders consume arginine to begin with, and the negatives associates with consuming it that way.... far outweighs any benefits to be had without a suitable accompanying delivery system.

Most of these powders (Creatine, Glutamine, BCAAs, etc) taste vile, which is why the best selling products are those that are mixed with some type of simple carbs that taste like Kool-Aid.
They don't always succeed. MuscleTech's Gakic is a prime example. The pills are still good sellers, but the powdered version (which came out first) got canned about 2 years ago.
But, not before I was able to buy some for over 50% off. ;D

Vile? Neutral. Arginine tastes vile. Others taste simply neutral...my experience.

Well, I guess I could always just take caps instead of powder...
What is your primary purpose for taking the arginine, because taking it in capsule form may not give you sufficient quantities for your specific purpose.

Arginine can serve many functions in the body depending on the protocols used.
it has been shown to have remarkable effects on reversing the aging process, supporting cardio vascular health, removing arterial plaque, etc., etc., etc. However, it will only accomplish certain things if used in a certain way, ...otherwise it becomes dangerous if not used accordingly, and can cause more damage that would far outweigh any benefit to be derived.
