Mr. Chávez , who is on his second visit to Russia in two months, met with Prime Minister Vladimir V. Putin on Thursday, and on Friday traveled to the southern city of Orenburg near the border with Kazakhstan to meet with President Dmitri A. Medvedev.
A Kremlin statement released Thursday night said Mr. Putin and Mr. Chávez had spoken on enhancing economic cooperation and trade in commercial goods as well as military technologies.
The $1 billion loan will help finance programs related to military-technical cooperation, the statement said. The Kremlin spokesman, who spoke anonymously under normal diplomatic ground rules, would not elaborate on the details of the deal.
Between 2005 and 2007 Venezuela has signed 12 contracts for weapons purchases from Russia for a total of more than $4.4 billion, the Kremlin statement said.
The move is the latest gesture of military friendship between Russia and Venezuela, two counties that have increasingly positioned themselves as mavericks vis-à-vis the West. The Kremlin says its economic and political stability have allowed it to broaden the scope of its military and economic cooperation beyond what it calls its traditional sphere of influence.
Moscow is also frustrated with what it considers aggressive military posturing from the West, particularly the United States. Washington’s plans to deploy elements of a missile defense system in Poland and the Czech Republic, as well as its support of NATO membership for Georgia and Ukraine, have set Russia on edge.
In turn, Russia has sought to expand its military footprint in recent years, inching closer and closer to American shores. Russian bombers have flown sorties close to Alaska and its naval vessels have been pushing deeper into the Atlantic.
Latin America, and Venezuela in particular, has become has become a major theater for this expansion.
Earlier this month a pair of Russian Tu-160 long-range bombers capable of carrying nuclear weapons received a warm welcome when they landed in Venezuela. Russia has also dispatched a squadron from its North Sea Fleet to the Caribbean to take part in joint naval exercises with the Venezuelan Navy sometime in November.
“Latin America, of course, is becoming an obvious link in the chain making up a multipolar world,” Mr. Putin said during his meeting with Mr. Chávez. “We will allocate more and more attention to this vector of our economics and foreign policy.”
Russia has already delivered Sukhoi Su-30 fighters, Mi-17 transport helicopters, and thousands of Kalashnikov assault rifles to Venezuela. There are also plans to build a factory in the country that will manufacture these weapons under license.
Ties between the two countries appear to have been strengthened following Russia’s five-day war with Georgia last month, which caused relations between Moscow and the West to plummet to their lowest point since the Cold War.
At his meeting with Mr. Medvedev on Friday, Mr. Chávez expressed “firm support” for Russia’s unilateral recognition of independence for Abkhazia and South Ossetia, two Georgian separatist enclaves, Interfax reported. Only Nicaragua has officially followed Moscow’s recognition, which prompted broad international criticism.

Think about it. they spend less percentage of their GDP than we do on military and our GDP is 11 times greater. They really arent a direct threat. I agree but I wouldn't take the CCCP lightly. We must respond by helping Georgia, Poland, and other countries with nuclear capabilities. We must also completely destroy Venezuela and their dictator if nuclear talks continue with the Soviet Union.

during the primaries I took a pole about which repub canidate I was most like. I got Ron Paul. I really like a lot of what he was saying. The only problem with him is I think he is too much an isolationist. The world is a lot smaller than it used to be and we cant afford to hide within our borders as much as it is tempting to do so.

The problem with too many people is they think if we just stop meddling in other countries affairs they will be very kind and loving and leave the USA alone. Those people are not not students of history or of common sense.

Actually, the community reinvestment act has proven to be a huge success. The highest percentage of repayments were from loans to low income families. It was so successful, it was adopted as a model elsewhere in many countries around the world. The problem wasn't the act itself, ...but rather the abuse of the act by speculators and the lack of oversight. We've been down this road before 20 yrs ago when the Repubs ushered in and presided over the huge S&L crisis. Remember Neil Bush? Remember Mccain participation in the Keating 5.
Those fuckers ran things into the ground then, brought about a recession, and Clinton had to come along and save the day.

Reminds me of this one time I was so repulsed by someone's mindset, I was almost physically ill to my stomache.
I was talking to a couple of actors I knew in NYC, a husband / wife (both actors) who lived in subsidized housing.
I had contacted them to give them the heads up on a film that was wrapping out it's interior shoots up here in Toronto, and was about to set up shop in NYC. There were a couple of great parts for exterior scenes yet to be shot which would shoot in NY. Since they were both perfect for these 2 separate roles, ...and I knew them, I told them about it as well as who the decision makers would be in advance. I figured I'd be feeding 3 birds with one worm. They'd have an in before anyone else knew about it, ...and I'd be saving the casting director the hassle and expense of searching for the appropriate people. She could mark off 2 actors already cast right from the start, ...and all would end up owing me a favour. :P Anyway, ...at first they were hesitant about even going for the parts, because both parts, ...especially the male role were highly upgradeable. HELLO! That's what you want. Like in the case of Tom Cruise. Hired for a lowly under 5 role turned into a major principal. Anyway... they told me they were only allowed to make so much money a month, if they made more than that, they'd have to report it, and it might cause their rent to temporarily increase that month. Seriously ! Who gives a poop if your $275 a month rent goes to $900 that month, ...especially if you've pulled in an additional $30K that month. I was so disgusted I quickly changed the subject to Julia Robert and her new film at the time which was Erin Brokovitch. Even more disgusting was what came out of his mouth next. He said he would never want to command the $20 million dollar payday for a picture like Roberts just did, because ...that would mean they might lose their apartment, and they'd have to pay alot in taxes. I couldn't believe what I was hearing!
If they loved that apartment so much, ...for $20 million dollars BUY THE F-ING BUILDING!!! >:(

One of my goals in life is to pay $1 million in annual income tax, after every single tax credit & loophole is exploited.

With an additional $30,000 in income that month, that couple in NYC could have afforded paying an additional $625 in rent for that month. With a $20 million dollar payday for 3 months of work, and a 3 week press junket, that couple in NYC could have afforded to buy the bloody building if they loved it so much.
The problem isn't the government teat. It is the mentality of the people, shaped into them by the system.
You may be a "Certified Oracle DBA" who claims the ability to get work anywhere, but you've been suckling at the military bosom forever. Why is that? Even your own choice of words betrays your mindset. You don't say "I'll make a living", You don't say "I'll be fine"... instead you say "I can get work".

Even you, with your own business, are a slave. A slave to your comforts and way of life. You work to sustain that way of life and pay into the system that we all depend on.
The big question here is how much control over our lives do we want the system to have. It's a tough question.... how to maintain our sense of individuality and liberty and personal freedom without surrendering everything to the government and centralized government control.
As for who I work for.... I choose to work for my present customer because they pay me a lot of money. I'm not ashamed to say I'm a free agent that works for the highest bidder. It pays the bills, provides for my family, and I get to take what I work for and (hopefully) invest in a retirement fund that take care of me in my golden years.
Besides, I look at my years in the military as service to my country. It's no secret that military enlisted don't stay in for the money. I believed in what I did (and still do). I became a contractor for the money and a chance to stay home and raise my family. I have zero regrets about that.
There is a world of difference between those that suck from the government teat and do nothing and those that serve and give something back.
Would you say that police officers, fire fighters, school teachers, and social workers simply suck at the public teat? I wouldn't and I don't think you would either.
