Technically 2004, at age 41, when he was 296 lbs. However, even though he might have carried more absolute mass there than at any other year, his subcutaneous fat and water level were also at their highest. His most muscular shape was reached at the 98' Olympia.

He was more muscular in 1998, although he was larger in 99' . Ronnie didn't have the super-dry look in 99' that he had in 98' .

Well, his conditioning in 2004 was even worse than 2003 - and 2003 it was already pretty bad -, yes, but he did carry more absolute muscle. Since the question is about when Coleman reached peak muscle development, I got to say 2004.

In 99 he was "only" 255 or so.
