Oh brother. What a dope. I didn't create the thread and didn't advocate any conspiracy theory.
But this does put his comments in context. At about 16:15 he talks about a civilian national security force and was speaking in the context of diplomacy.

He couldn't have been talking about the Peace Corps. They are essentially missionaries.
He was talking about an armed force. I agree "unsettling" is the right word to describe his comments.
