FDR was fucking awesome! Created the New Deal and pushed through an incredible amount of legislation his first 100 days as president.
Created a minimum wage, child labor law, social security, regulated Wall Street, created the FDIC so it would end runs on banks, created thousands of jobs during the great depression. Created the United Nations, Regulated business so they couldn't get rich of the back of the working man, Helped farmers with Agriculture Administrative Act, (AAA), created a department (slips my mind) that built dams and created power plants. Him and his lovely wife Eleanor opened many doors for blacks and women.
Elected 4 TIMES!!!!!!!
Great war time president. FDR changed the way the office was looked at. He changed it from an exec position to a position of leadership The Greatest!!! 8)

1. Washington - One of the only men in history given ultimate power to refuse and return it to the people. They wanted him to be king and he said no thanks. Father of our nation.
2. Lincoln - Risked destroying our nation in order to heal the wounds of slavery and ensure all men were treated as equals.
3. FDR/Reagan
FDR was a great wartime leader and moved us through the great depression, but many of the programs he implemented have begun to bankrupt us as a nation and the depression lasted longer that it should have due to many of the policies impemented to by his administration.
Reagan during the height of the cold war in the middle of the nuclear age brought an end to the cold war, brought us out of the resession of the 70s, overturned overtaxation and allowed our economy to flourish. Unfortunetly he ran the national debt up and that trend would continue until this day.

The main reason Lincoln was so great was because he said "hell no" to those bastard southerners that wanted to secede from the union and was willing to fight in order to keep it this way. The end of slavery was a biproduct.
The programs FDR created were great for his time and many of them are still great. He balanced the budget during his time also. The only time he started to go in debt was when he started building up for WWII (understandable). Business men hated his guts and felt like he had betrayed them (rich, Harvard grads). You can't blame FDR for programs that were mismanaged after his terms. I also think the depression would have been shorter had other legislation FDR tried to push through been passed.

How can you put Reagan on the list, knowing he was so fiscally irresponsible?
How did Reagan think when he slashed taxes, without funding them?
Did he think: "Well... Maybe nobody will notice"
