they know he'll resign, so the governor will get to appoint someone new...perhaps herself.  Or maybe her husband!    The former governor got to appoint his daughter to fill his own senate seat when he gave it up to become governor.

from what i understand ppl up there are very close everybody knows everybody for the most part...Apperently he has done alot for ppl up there and even though this is staring them in the face they feel obligated out of what he has done for them.
