When reading diets posted in mags or websites whatever...when they list for example 1 cup of rice is this cooked or un-cooked?

Generally it is always cooked.

Generally with carbs it's cooked, with meat, it's weight before cooking. Now's not the time to discuss shrinkage :P

Wow, so it's cooked lol, guess I've been wrong all these years. So how do you measure it then, say you want a cup of rice cooked or oatmeal??

General rule of thumb is that grains will double in size when cooked.
