He said hamstrings, delts, biceps, and triceps - not just hamstrings. These are all parts of the pose and when you combine the disparity in these bodyparts Dorian is not clearly winning the pose.

Nasser looks very good in that comparison, obviously Nasser is in front of Dorian witch gives a bigger Whoa factor, and in THAT particular picture Nasser does look better given your point of view, unfortunately for Nasser the judges, actually Judged the whole physique on overall symmetry and balance of not only muscle groups but also of the skeletal structure, detail front and back etc etc... Nasser had a great physique just didn,t fit the above criteria over Dorian Yates.
