With the California economy in the dumps and massive budget cuts in the works, “Governator” ARNOLD SCHWARZENEGGER set a belt-tightening example during a family shopping trip at Barneys New York in BevHills, refusing even to look at pricey designer suits salesmen pushed at him. Meanwhile, wife MARIA SHRIVER went slip-slidin’ away to the designer dress area – and Arnold caught her holding a stack of stash whose price tags topped the Chrysler bailout. “Put them back,” rumbled Arnold. “We are ALL in a recession!” With an infuriating grin, he pointed at the “on sale” racks as wifey rolled her eyes – but within moments, Maria and daughter were trying on stuff marked down as low as 75 percent. When the family departed an hour later, every item purchased was a markdown. Arnold cracked to clerks: “Ve’ll be back!”

I buy all the clothes for my own son and 2 neices, due to them being single moms.
I get clothes on Ebay.  Sometimes used, usually new.   Catch an item an hour before it expires, you can get many kids' shirts or pants for 99 cents.  I think I spent about $120 and got all 3 of them new wardrobes for christmas :)
