If someone is born in america, but has brown skin, why are they considered african american?  If I'm born in eastern russia and move to the US am I then called Asian American?

"African American" is a really sloppy phrase.  Journalists call black people from Haiti, Jamaica, and Africa itself "African Americans" even though it's obviously incorrect.  

People who are pathetically afraid of being called racist just can't call a black man "black".

If you're born in this country or become a citizen your title is simple:  American.
